What constitutes a best practice?

New Book: Best Practices in Biotechnology Education (March, 2008) - a blog post, introduces a new book that describes 22 programs as best practices in biotechnology education. What constitutes a best practice? What do you think of the selection of programs in this book? Is there any authority or criteria that can establish such a judgement or are we to rely on innovation, our impressions of quality, or some other values?

I would venture 1) a fresh approach to 2) a recognized need with 3) a positive and demonstrated outcome.

Just yesterday I was talking to a bioscience CEO who was complaining that new grads and even workers with a couple of years of experience often have little or no knowledge of what is required when working in a regulatory environment. Here is a sample of a model program in Oregon for incumbent worker training:

I wonder if the lack of discussion here has to do with the state of activity in the bioscience regions, specifically that, while much is planned and in the starting stages, there is relatively little mature programming with demonstrated outcomes to report comfortably on...
